List of 40 Hospitals Suspended by Kenyan Health Ministry Over Alleged Fraud in Social Health Authority Scheme

Nairobi, Kenya – August 11, 2025 – In a major crackdown on corruption within the country’s healthcare system, Health Cabinet Secretary Aden Duale has announced the immediate suspension of 40 hospitals from participating in the Social Health Authority (SHA) program. The move, gazetted on August 7, 2025, targets facilities accused of fraudulent practices, including irregular claims, inflated billing, and collusion to defraud public health funds.
The suspension follows an intensive audit and surveillance exercise conducted by the Ministry of Health, in collaboration with the Directorate of Criminal Investigations (DCI). According to official statements, the implicated hospitals engaged in schemes such as multiple billing of patients, mislabeling outpatients as inpatients to inflate costs, and other forms of corruption that siphon public resources. Duale emphasized that healthcare providers have a duty of care to Kenyans and warned that any involved parties would face personal liability.
SHA CEO Mercy Mwangangi formalized the suspensions through a Gazette Notice under Section 48(6) of the Social Health Insurance Act, 2023. The notice specifies that the facilities will not receive any SHA benefits during the suspension period and will remain barred until investigations conclude and sanctions are enforced. Additionally, eight doctors from Nairobi, Bungoma, and Kilifi counties, along with four clinicians from Nairobi and Homa Bay, have been suspended and removed from SHA digital platforms. The Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU) has been notified to implement these decisions.
The government has vowed to recover any funds disbursed based on fraudulent claims and impose surcharges on the offending facilities.
