Former PS Charged with Land Fraud in Mombasa Road Case

Former Permanent Secretary in the Ministry of Internal Security, Dave Munya Mwangi, has been charged with land fraud involving the fraudulent acquisition of a prime parcel of land along Mombasa Road. Mwangi, in collaboration with two accomplices, is accused of forging a title deed with the assistance of a rogue official from the Ministry of Lands.
The Directorate of Criminal Investigations (DCI) Land Fraud Investigators launched a thorough investigation following a complaint lodged by the land’s rightful owner. Their probe revealed that Mwangi, alongside Sammy Louis Karanja and Moses Ojuka, a former employee of the Ministry of Lands and Physical Planning, forged documents to transfer the ownership of a 1.591-hectare parcel of land to companies owned by Mwangi.
The fraudulent transaction culminated in the leasing of the land to a Chinese company for Sh12 million. Following the investigation, the Office of the Director of Public Prosecutions (ODPP) reviewed the case and decided to charge the trio with conspiracy to defraud, uttering a false document, and forgery of a title deed.
Mwangi, who also serves as the Director of Olbolsat Farm Limited, was arrested and arraigned at the Milimani Law Courts. He pleaded not guilty to the charges and was released on a bond of Sh20 million or an alternative cash bail of Sh5 million.
His co-accused, Sammy Karanja and Moses Ojuka, remain at large and are actively being sought by the authorities.
This case highlights ongoing efforts by the DCI to clamp down on land fraud, a pervasive issue that continues to affect property ownership and transactions in Kenya. The investigation and subsequent charges against Mwangi and his accomplices underscore the commitment of law enforcement agencies to uphold justice and protect the rights of property owners.
